Key Texas Financial Assistance Programs to Know

QUINN R. | November 21, 2024

If you were to look at the economics in the state of Texas, you’d see a pretty impressive story. In 2022, Texas ranked as the second-highest state in total GDP (gross domestic product). This means that the state contributes significantly to the national economy and sees growth in a broad range of industries. But unfortunately, there is another side to all this. Texas also has one of the nation's highest poverty rates in the country.

Those who are struggling financially, are struggling hard. That’s why in this article, our team here at Cash Store would like to share some of the Texas financial assistance programs that are available to those who need it.

Overview of Financial Assistance Programs in Texas

Financial assistance programs are designed to help those who are struggling to make ends meet, despite their best efforts. And there are several different programs available.

State vs. Federal Programs

Texas residents have access to both state-specific programs and federally funded ones. State programs are tailored to the unique needs of Texans, while federal programs are designed for all U.S. residents and funded by national resources. And these types of assistance can sometimes overlap, which means incremental benefits for those who qualify.

Eligibility Requirements

Each financial assistance program has specific eligibility guidelines. Factors such as income level, household size, and individual needs determine whether a person or family qualifies. Some programs focus on temporary assistance, while others may have more long-term benefits.

Categories of Assistance

Financial help in Texas covers several important areas, including:

  • Housing assistance for rent or mortgage relief
  • Food programs like SNAP for groceries
  • Healthcare support through Medicaid or CHIP
  • Childcare subsidies for working parents
  • Unemployment benefits for those between jobs

Texas Housing Assistance Programs

As with people in most states, many Texans are struggling to face the higher costs associated with housing. And, about 6.9 million homeowner households in Texas feel that they are spending too much money on housing—and this is not necessarily because of an unbalanced budget or poor housing choices.

For those who are struggling to keep a roof over their heads, the following Texas housing assistance programs are available.

Texas Food Assistance Programs

CBS News suggests that Texas is the seventh most expensive state in the U.S. for consumers to buy groceries. And, $286.19 per week on groceries. That’s a pretty substantial statistic when the poverty rate is so high.

However, the state offers food programs to help offset the cost of groceries.

Supplemental Nutrition Assistance Program (SNAP)

  • Who is Eligible: SNAP is designed for low-income families and individuals who need help affording groceries. Eligibility is based on income and household size.
  • What it Covers: The program provides monthly benefits, which can be used to purchase eligible food items at grocery stores and farmers' markets.
  • How to Apply: Applications can be submitted online through the YourTexasBenefits portal, where applicants provide proof of income and other necessary documents.

Texas Women, Infants, and Children (WIC)

  • Who is Eligible: WIC serves pregnant women, breastfeeding mothers, and children under 5 years of age who meet income guidelines.
  • What it Offers: The program provides nutrition education, access to healthy foods, and health screenings for eligible families to promote healthy growth and development.
  • How to Apply: Applications can be made at WIC offices across the state, where applicants will be required to provide proof of income and other necessary information.

Food Banks and Local Pantries

Food banks, such as the Central Texas Food Bank, provide emergency food assistance to those in need. These organizations distribute food to local pantries and directly to individuals and families facing food insecurity. With locations throughout Texas, food banks help those struggling to access groceries, offering canned goods, fresh produce, and other necessary items.

Texas Employment Assistance Programs

As of the time we wrote this article, Texas was experiencing an unemployment rate of 4.10%—a number that has been on the rise in recent months and years. And the truth is that while there are jobs available, many people don’t know where to look, or don’t have the skills for the jobs for which employers are hiring. This can make the job search a frustrating and disappointing experience.

Texas offers a variety of programs designed to help job seekers land jobs that align with their skills.

Texas Workforce Commission (TWC) Services

  • What it Offers: The TWC provides job placement assistance, career counseling, and skills training to help Texans find employment opportunities that match their abilities.
  • Programs: TWC offers subsidized employment programs, which provide financial incentives for employers to hire, and vocational rehabilitation services aimed at helping individuals with disabilities secure meaningful employment.
  • How to Apply: Services can be accessed online through the TWC website or by visiting local workforce centers across Texas.

Texas Unemployment Benefits

  • Who is Eligible: Residents who have lost their jobs due to situations they are unable to control, such as layoffs or company closures, are eligible to apply for unemployment benefits.
  • How it Works: Unemployment benefits are paid weekly based on a person’s prior earnings to provide temporary financial relief while they seek new employment.
  • How to Apply: Applications are processed through the TWC’s Unemployment Benefits Services portal, where individuals submit the required documentation.
